Purpose

Recruit, hire, train and help retain qualified staff for Tribal Government operations. As well as provide personnel services that meet departmental needs in a manner consistent with Scotts Valley Band of Pomo Indians priorities and Native Preference goals.

Those applying for all positions must possess a valid California Driver’s License and successfully pass a pre-employment drug screen and criminal background investigation. SCOTTS VALLEY BAND OF POMO INDIANS

TRIBAL GAMING COMMISSIONER

 

The Scotts Valley Band of Pomo Indians, a federally recognized Indian tribe, is currently in the planning stages of developing its casino in Vallejo, California. A small temporary casino is set to open in early 2026, with the first phase of the permanent facility scheduled for completion in 2028.

Summary: 

 

The Tribal Gaming Commissioner is an official of the Scotts Valley Band of Pomo Indians, responsible for overseeing, investigating, and regulating gaming operations in accordance with the Scotts Valley Band of Pomo Indians Gaming Ordinance. The primary duties include on-site regulation, control, and security of gaming facilities and operations.

                          

Duties and Responsibilities:

Regulatory Oversight & Compliance

 

  • Enforce the Gaming Ordinance, Tribal-State Gaming Compact, and National Indian Gaming Commission (NIGC) regulations.
  • Ensure compliance with the Tribal-State Compact, Indian Gaming Regulatory Act (IGRA), and NIGC regulations.
  • Oversee compliance and conduct of all licensees; suspend or revoke gaming licenses for cause.
  • Issue licenses for gaming facilities, gaming employees, and vendors.
  • Investigate and report illegal activities and regulatory violations in all revenue-generating and operational areas.
  • Conduct background investigations for key gaming personnel and management.
  • Collaborate with other gaming jurisdictions, the Attorney General, and law enforcement on criminal investigations.

 

Operational Management & Supervision

  • Manage and supervise all operations of the Tribal Gaming Commission.
  • Supervise Tribal Gaming Commission staff, including hiring, termination, and disciplinary actions.
  • Uphold fiduciary duties to the Tribe, ensuring accountability for the Tribal Gaming Commission’s finances and assets.
  • Prepare and submit quarterly and annual reports to the Tribal Council.
  • Assist in the development of the Tribal Gaming Commission budget.
  • Develop and implement regulations and procedures to support the Commission’s mission.
  • Attend Tribal Gaming Commission meetings, hearings, and official events.

Gaming Operations & Security

 

  • Monitor shipment, receiving, installation, relocation, and storage of gaming devices for security and compliance.
  • Ensure gaming equipment and supplies meet integrity and compliance standards.
  • Monitor table games, drops, counts, money transfers, and jackpot payouts to ensure compliance.
  • Maintain patron and employee safety, secure assets, and protect gaming operations from illegal activities.

 

Professional Development & Industry Awareness

 

  • Stay current on Indian Gaming compliance trends through training and industry events.

    Special Requirements:

     

  • Must be 21 years of age
  • Strong organizational skills required.
  • Strong oral and written communication skills preferred.
  • Must maintain professional working relationships with colleagues and stakeholders.
  • Must pass a criminal background check, credit check, and drug screening.
  • Must obtain and maintain a Tribal Gaming Commission license.
  • Cannot hold a financial interest in any gaming facility.

 

Minimum Qualifications:

 

  • Education: Bachelor’s degree from a four-year college or university, preferred.

 

  • Experience: Minimum five (5) years Casino operations experience including five (5) years of supervisory responsibility or related experience and/or training, or a combination of education and experience. Gaming experience at a management level preferred.
